2008 Model Community linking EMS and Public Health
For establishing and implementing effective strategies that enhance collaboration and strengthen the relationship between public health and emergency care, thereby serving as an example to other communities to promote the improvement of daily operations and disaster preparedness nationwide.
On November 25, Dr. William Fales (the Region 5 Bioterrorism Preparedness Medical Director) was notified that Region 5 has been selected as a model community by the Centers for Disease Control and Prevention (CDC) for its (CDCs) Terrorism Injuries: Information, Dissemination and Exchange (TIIDE) project. Michigan Region 5 (the nine southwestern-most counties) is one of seven United States communities receiving recognition from the TIIDE (Terrorism Injuries: Information, Dissemination and Exchange) partners as a model of how emergency medical services can work with other safety and public health agencies in times of disaster. During a crises, local hospitals, emergency departments, and first responders play a vital role on the front lines of emergency care. The role of public health is also critical and the model community program is one way to identify communities where there are strong public health and medical partnerships working together to respond to large-scale crisis.
These communities were selected because they have established emergency care community and public health partnerships which are tested through drills and exercises. Through this process, each community demonstrates they are regularly testing their capabilities to show that they could respond to potentially large-scale emergencies that may be terrorist-related or natural disasters that could cause a large number of injuries.
The seven Model Communities selected for 2008 are: Orlando, FL, Minneapolis / St. Paul, MN, Indiana County, PA, Aurora, CO, Danbury, CT, Southern New Jersey, and Michigan Region 5 (Southwestern Michigan). While Michigan Region 5 is engaged in a number of activities to respond to the health consequences of mass casualties from terrorism, the TIIDE project is a critical element to identify how community partnerships can work together..
The mission of Medic 1 Ambulance is to provide the highest quality emergency and non-emergency medical treatment and transportation to the communities we serve while promoting community involvement, individual employee growth and fiscal responsibility.

Medic 1 Ambulance is a governmental entity organized and owned by 17 cities and townships in Berrien and Van Buren counties. They provide ambulance service to three other municipalities under contract.
Medic 1 Ambulance is operated by a board of directors which meets monthly. Each owner governmental unit appoints one person to the board. An annual subsidy based on population is appropriated by each governmental unit. The board is subject to the Open Meetings Act, the Freedom of Information Act and is required to have an annual audit by a CPA.
Medic 1 operates 12 licensed Paramedic Ambulances equipped with the latest medical technology, a licensed Paramedic Supervisor first response unit that is mobile throughout the service area as well as several other support vehicles.
Medic 1 staffs its own dispatch center with Emergency Medical Dispatch (EMD) trained personnel and all of their ambulances are equipped with GPS locators. This allows Medic 1 to provide not only fast but also the highest quality emergency medical care from the time a call is received and dispatched up until the ambulance arrives on scene.
Medic 1 also utilizes 8 wheel chair vans for pre-scheduled non-emergency transports.
For inter-hospital transfers that require specialized equipment and care, Medic 1 has a Critical Care Paramedic program where personnel have received additional specialized training for those types of situations.
Medic 1 Ambulance is one of only 20 ambulance services in the State of Michigan to attain national accreditation from the Commission on Accreditation of Ambulance Services which is considered the Gold Standard in ambulance service. (There are currently 102 CAAS-accredited agencies in 32 U.S. states and Nova Scotia, Canada)
Member municipalities include: Baroda Township, Benton Township, Berrien Township, City of Benton Harbor, City of Bridgman, City of Hartford, City of St. Joseph, City of Watervliet, Hartford Township, Lake Township, Lincoln Township, Oronoko Township, Royalton Township, Sodus Township, St. Joseph Township, Village of Berrien Springs, and Watervliet Township.
Contract areas include: City of New Buffalo, New Buffalo Township, Chikaming Township and Weesaw Township.
